The entire Rugby League community is bound by a National Code of Conduct. The Code covers behavioural expectations of players, coaches, parents, officials, spectators and volunteers. Download the National Code of Conduct.

Safe Play Code

The Safe Play Code was developed to emphasise SAFETY and good conduct within the Game of Rugby League, and is designed to provide the best on-the-field environment possible. It has been introduced for players up to and including the Under 15 years age group. Download the 2009 Safe Play Code.

Changes to International Laws

Change to Glossary - 'Free Kick'

The Glossary definition of a Free Kick will now read as follows:

Free Kick is the kick awarded to a team which kicks into touch from a penalty kick. The kick is taken 10 metres in from touch opposite the point of entry into touch and the ball may be kicked in any manner in any direction. A goal cannot be scored from it, nor can ground be gained by only kicking into touch on the full.

Please note that the trial period for the 'experimental rule' has now concluded and free kicks will no longer be taken 20m in from touch.

Change to Section 1: The Playing Field

Please note that the section titled 'IMPORTANT' regarding the marking of 10m 'broken' line markings (Page 3) has been deleted.

Change to Safe Play Code

The following has been added to the Safe Play Code:

The Code: (2.6) A DEFENDER CANNOT 'PUSH' THE BALL-CARRIER TO EFFECT/COMPLETE A TACKLE.

Application: A defender who pushes the ball-carrier to effect/complete a tackle is guilty of an infringement.

Please note that this has been changed to the Safe Play Code section of the International Laws and has also been changed on the supplementary Safe Play Code document.

Changes to the Laws of Mini Footy and Mod League

Change to Page 9: 'Tackles/Safe Play' - Section B

Section B of the 'Tackles/Safe Play' section of the Mini Footy Laws now reads:

'At any tackle, the ball carrier MAY NOT BE tripped; slung or thrown or pushed; or lifted from the ground to be then driven to the ground to effect the tackle'.

Please note the addition of 'pushed' into this section.

Change to Page 29: 'Tackles/Safe Play' - Section B

Section B of the 'Tackles/Safe Play' section of the Mod League Laws now reads:

'At any tackle, the ball carrier MAY NOT BE tripped; slung or thrown or pushed; or lifted from the ground to be then driven to the ground to effect the tackle'.

Change to Section 14 - 'Scrum' (We already play this in QLD)

Please note that the following statement has been deleted from the Mini Footy Laws:

A scrum shall be packed only when - '(b) the ball-carrier is held up over his opponent's goal line, except after three (3) play-the-balls'.

Note: The International Law now applies in this situation. Section 14(a), 14(c) and 14(d) from the 2008 Mini Footy Laws still apply.

Change to Section 14 - 'Scrum' (We already play this in QLD)

Please note that the following statement has been deleted from the Mod League Laws:

A scrum shall be packed ONLY when - '(b) the ball-carrier is held up over his opponent's goal line, except after five (5) play-the-balls.'

Note: The International Law now applies in this situation. Section 14(a), 14(c) and 14(d) from the 2008 Mod League Laws still apply.
